Beth Sammis, the acting Maryland insurance commissioner for nearly 18 months, ending in June, has taken a job at CareFirst BlueCross BlueShield, one of the health insurance companies she regulated.
Sammis will become a senior policy advisor, helping CareFirst, the state’s largest health insurer, to “navigate the complexities and nuances” of federal health reform as part of the insurer’s public policy and community affairs team, according to a Maryland Insurance Administration statement announcing her departure.
Sammis served as acting insurance commissioner, starting in January 2010, when then Insurance Commissioner Ralph S. Tyler left for a federal job. She had been a deputy commissioner, appointed by Tyler, after serving as an insurance industry lobbyist.
Sammis was replaced in June by Therese M. Goldsmith, who was a member of the state’s Public Service Commission when Gov. Martin O’Malley named her insurance commissioner.
Since returning as a deputy commissioner, Sammis has focuses on legislative and regulatory policy, with an emphasis on health insurance and the implementation of the Patient Protection and Affordable Affordable Care Act, the landmark federal health legislation passed in March 2010. Her last day with the MIA will be Sept. 6.
“I have tremendous gratitude for Beth’s service to the Maryland Insurance Administration and the citizens of Maryland,” Goldsmith said in a statement. “Her expertise in health insurance has resulted in Maryland being considered a leader among states in the implementation of health care reform. CareFirst, along with its policyholders, will benefit from her considerable expertise. We wish Beth well in her new position.”
